I agree that the concept of mode...I love this post. I agree that the concept of modesty is not as straight forward as it seems. I grew up very legalistic but in my mind modesty is very personal and just like your children are all different and you treat them all differently because of who they are God can also do this with his children. You may be convicted about a certain form of dress but another christian might not. It is worn by Muslim Afghan women. What is pictured, though, is a woman in a Suri. Most likely she is Indian, or Hindu. Indian women do not wear Burkas. While both do have a head covering, it is like saying an apple is the same as an orange, since they are both a round fruit. I know you meant no offense by your post, so none was taken!
